Bonneville Environmental Foundation (BEF) provided educational materials and project management services for this project through its Solar 4R Schools program. BEF, a non-profit organization, was established in 1998 to restore watershed ecosystems and further the development and use of renewable energy resources. Through revenues generated from the sales of green power products, BEF funds and manages projects that restore damaged watersheds and support new renewable energy.

Peninsula Light Co. (Pen Light) is a member owned electric cooperative located in Gig Harbor, WA. Since 1925, the utility has been serving Gig Harbor, Key Peninsula and Fox Island in Western Pierce County. Pen Light is a “full requirements utility” of the Bonneville Power Administration. The utility has grown to be the second largest cooperative in the Northwest, serving over 31,000 meters with 977 miles of line and 112 square miles of service territory.  The company also provides service to 3,230 water consumers. As of 2014 Pen Light has over 36 solar installations representing 174kW installed capacity.
